That’s why OECD measures a Digital Government Index, demonstrating that “OECD countries score, on average, 0.61 on the Digital Government Index (on a 0-1 scale) but could improve their digital policy frameworks, whole-of-government approaches and use of data as a strategic asset.”
📖 A Big Change Starts from the Government
Morocco’s digital transformation, with the highest internet penetration in Africa at 92.2%, is a great example of policy-driven change led by the government.
Yet, “government leadership” doesn’t mean letting high-level authorities do all the job. As one of Europe’s most connected countries demonstrated, coordination and cooperation between the public and private sectors are vital. We can’t make lasting changes without cross-sectoral initiatives.
It’s not a rich country’s privilege. In Zambia, for example, agencies address misinformation and disinformation issues through careful coordination with various stakeholders, including the government. Without the key player’s involvement, it’d be much harder for big changes to occur in emerging countries.
Another example of strategic government buy-in was remote education programs implemented in Botswana and the Philippines during the COVID-19 pandemic. The understanding and support from the ministries accelerate the deployment process.
