From March 17 to 20, 2025, the World Bank held its Global Digital Summit 2025: Digital Pathways for All in Washington, D.C. The report features a panel with Amal El Fallah Seghrouchni, the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, Morocco.
Why — Challenge
Digital development is complex and takes time. In particular, the poor infrastructure and connectivity gap are urgent, hindering populations from being exposed to the possibilities of digital solutions. Emphasizing the foundational challenge before talking about applications, the Moroccan minister spoke about her country’s digital “transition.”
What and How — Tech Solution
Morocco has invested in “proactive policies” to fulfill the connectivity gap, making a concerted effort and turning it into a national priority to get people connected. Consequently, the country’s online penetration stood at 92.2% at the beginning of 2025, with thousands of rural areas receiving wireless Internet services. According to Seghrouchni, they had “adopted diversified ways for connection,” including terrestrial networks and satellites. With ambitious plans for the end of 2030, such as expanding network capacity and 5G coverage while deploying new antennas, Morocco is set to be a connectivity hub for Africa.
