The AI Divide
Why Context and Power Matter More Than Tools
AI is no longer optional. From global leaders to rural communities, excitement and anxiety about AI coexist, regardless of whether people consider themselves “tech users” or not. This makes one thing clear: before accelerating AI adoption, we must pause and ask why, for whom, and under what conditions.
AI is Not Neutral
AI is deeply context-dependent. What makes sense in an urban center of a high-income country may be ineffective—or harmful—in rural or underserved settings. Yet when we say “AI,” we often flatten these differences, replacing contextual analysis with generic solutions driven by global hype rather than local needs.
Reinforcing Existing Inequalities
AI development requires data, capital, infrastructure, and political power. These resources are already concentrated among wealthy countries and corporations. As a result, AI tends to reproduce historical biases and amplify existing inequalities. Entering the “AI race” without reflection risks legitimizing and accelerating these imbalances.
From Access to Outcomes
Introducing AI into digitally unprepared environments adds complexity to an already unresolved digital divide. Tools and skills alone are not enough. Without critical thinking, problem-solving, and outcome-oriented use, AI only makes systems look smarter, without actually empowering us.
The AI divide is the social, political, and human issues.
